予測と理論の意外なつながり

Giovanni Pavanelli、“The Great Depression in Irving Fisher's Thought”（pdf）。

学界の賢人の中で最も著名で、また同時に最も惜しまれるのは、イェール大学のアーヴィング・フィッシャーであった。前に述べたように彼は当時の最も革新的な経済学者だったが、彼自身が市場に深くかかわり過ぎていた。彼もまた、人々が経験しつつある幸運に最も良く奉仕するものなら何でも信じるという基本的な投機的衝動に負けてしまった。1929年の秋、彼は「株価は永久的に高い高原状態と見てもよさそうな水準に達した」と述べた。この結論は広く報道され、この発言によって彼は永続的な名声を得た。（ガルブレイス『バブルの物語』、p111～112）

アーヴィング・フィッシャーについて語られるときに必ずといってよいほど持ち出されるエピソードは1929年10月29日の“暗黒の木曜日”である。29年当時の株価動向に対する“The refluent wave of trading has left prices of securities, and especially of common stocks, on a shelf where they will remain permanently higher than in past years”、“Stock prices are not too high and Wall Street will not experience anything in the nature of a crash”という楽観的なフィッシャーの見通しは結果的に大ハズレであり、“暗黒の木曜日”を境にフィッシャーは財産ともども（株に資産の大半を投資していた）学者としての社会的な信用を失うこととなる。学問とビジネスは別物である（あるいは一流の経済学者であってもビジネスで成功するとは限らない）ということを知らしめる格好の事例として言及されるのが通例でしょうか。

Giovanni Pavanelliの論文で興味深い点は、この外れた予測とデット・デフレーションの理論のあいだのつながり（接点）を捉えている点である。そもそもフィッシャーが株価水準に対して強気な見方を示したのは、「人々が経験しつつある幸運に最も良く奉仕するものなら何でも信じるという基本的な投機的衝動に負けてしまった」わけでは必ずしもなく、それなりの理論的根拠が存在していた。

Yet Fisher’s forecasts were neither naive nor totally unfounded. In brief, he held that share prices incorporated the present value of expected dividends; more generally,the stock market reflected expectations on companies’ future performance and that of the economy as a whole. In Fisher’s view, immediately after the First World War the industrialised countries, and the United States in particular, had experienced a great expansion in scientific and technological research and its systematic application to manufacturing. American industry had thus greatly increased its productivity and was able to develop and market new consumer goods (the automobile, the radio, the telephone).Furthermore, efficiency gains had been obtained thanks to better use of productive factors and the improved living conditions of the working class. There were,herefore, expectations of considerable increases in production and profits.

株価は（期待）配当流列の割引現在価値であり、将来の高い配当期待は現在の株価を上昇させることになる。第一次世界大戦後の科学技術の発展とその成果のビジネスへの応用が生産性の向上や新市場の開拓（新製品の開発）を推し進めた結果として、今後アメリカ経済（とアメリカ企業）は大きな収益（利潤）を獲得する機会に見舞われることだろう。expectations of considerable increases in production and profitsに基づく株価上昇はファンダメンタルズに基づいた株価上昇なのであり、それ故現在（1929年）の株価水準は正常で健康的なものといえる。

フィッシャーのデットデフレ理論は二つの要因の相互作用に基づいて議論を展開する。

he began to devise a new theory of “great depressions”, based on the interaction of two factors: i) an initial situation of over-indebtedness; ii) a dynamic process of price reduction.

over-indebtedness（過剰な負債を背負うこと）は経済主体の不合理な行動の結果では必ずしもなく、技術進歩や発明によって切り開かれた収益機会を前にした企業家（資金不足主体といってもよい）の合理的な反応の結果である（it could be explained as a rational response to the profit opportunities created by “technological improvements” and “inventions”）。

As noted, in the twenties the American economy was characterised by an investment boom, induced by the spread of technological innovations in manufacturing; this encouraged many firms to borrow heavily in expectations of higher profits. This process had also involved farming, stimulated by the sharply rising demand for food. Finally, the stock market boom had been accompanied and fueled by the growing indebtedness of financial operators. The Wall Street crash was the detonator, triggering the downward spiral predicted by debt deflation theory.

20年代のアメリカでは製造業部門における技術刷新により投資ブームが引き起こされ、高率の将来収益を当てにしてアメリカ企業の多くは多額の借り入れを行った。株式市場のブームを支えた投資家の多くもその資金を借金で賄っており、当時のアメリカ経済はover-indebtednessの性格を濃くしていた。

フィッシャーが29年当時の株価動向に楽観的であった理由は科学技術の発展により多くの将来収益がもたらされるであろうと予想したためであった。当時のアメリカ企業はthe spread of technological innovationsをビジネスに結びつけるために（そして将来のhigher profitsを期待して）積極的に研究開発・設備投資に乗り出し、そのための資金を多額の借り入れによって調達していた。29年当時のアメリカではデットデフレーションの初期条件ともいえるover-indebtednessという状況（要因）が現実のものとなっていたわけである。ここにおいて予測と理論がつながった。外れた予測の根拠となった現状認識（アメリカ経済が直面している高い期待収益（配当）率）は大不況を説明するための理論の前提条件（高い収益期待が大規模な（自己資金では賄いきれないほどの）設備投資を誘引し、各経済主体はover-indebtednessの状態におかれることになる）としてしぶとく生き長らえたわけである。
