公平賃金仮説をたずねて ～その2～

George A. Akerlof, William T. Dickens, and George L. Perry、“Low Inflation or No Inflation: Should the Federal Reserve Pursue Complete Price Stability?”（August 1996；The Brookings Institutions HPより）。公平賃金仮説かつアカロフ・中谷巌命題（田中先生命名）巡りの一環として読んでみました。

自然失業率はユニークなものでもコンスタントなものでもなく、インフレ率に依存して複数の自然失業率が存在するかもしれない。自然失業率はrealな条件ばかりではなく、nominalな条件（インフレ率）にも影響を受けるかもしれない（ちょっと違った観点から同様の点を論じたものとして以下も参照のこと。 “Near Rational Wage and Price Setting and the Long Run Phillips”。全文は確かアカロフのHPで読めたはず。あった。“Near-Rational Wage and Price Setting and the Optimal Rates of Inflation and Unemployment（pdf）”。公平賃金仮説文献目録に掲げてるじゃないの。本当に忘れっぽいの～）。デフレ、そしてゼロインフレ（ないしはあまりにも低いインフレ率）は名目賃金の下方硬直性が足かせとなることによって失業率の高止まり（自然失業率の上昇）を結果することになるであろう。“物価安定”を追求するうえでは、ゼロインフレではなく（もちろんデフレであろうはずもなく）緩やかな（ゼロ％よりも高い）インフレ率を目標とすべきである。

The reason that zero inflation creates such large costs to the economy is that firms are reluctant to cut wages. In both good times and bad, some firms and industries do better than others. Wages need to adjust to accommodate these differences in economic fortunes. In times of moderate inflation and productivity growth, relative wages can easily adjust. The unlucky firms can raise the wages they pay by less than the average, while the lucky firms can give above-average increases. However, if productivity growth is low (as it has been since the early 1970s in the United States) and there is no inflation, firms that need to cut their relative wages can do so only by cutting the money wages of their employees.

相対的な（他企業と比較しての）実質賃金の調整を行ううえでゼロインフレは大きな困難を伴う。名目賃金が下方硬直的であるために実質賃金を引き下げようがないからである。インフレ率がプラスの範囲で推移していれば、名目賃金を据え置くことで（また物価上昇率以下に名目賃金の上昇率を抑えることによっても）実質賃金の引き下げを実現できる。この時名目賃金の下方硬直性は問題にならない。しかしながら、ゼロインフレ下において実質賃金を引き下げるためには名目賃金を引き下げざるを得ない。が、名目賃金を引き下げることは叶わぬ相談である。ゼロインフレは名目賃金の下方硬直性とぶつかることで実質賃金の高止まりを放置し（デフレ下では名目賃金の据え置きは実質賃金を上昇させ続けることになる）、その結果として雇用の抑制そして失業率の高止まり（自然失業率の上昇）を導く格好となってしまう。

ところで何故名目賃金は下方硬直的なのか？

Employers almost never cut their employees' wages because they fear that doing so would cause serious morale and staff retention problems. Studies of popular sentiment suggest why. Most people consider it unfair for a firm to cut wages, except in extreme circumstances. On the other hand, most do not consider it unfair if a firm fails to raise wages in the face of high inflation.

名目賃金のカットは従業員によって不公平（unfair）だとみなされ、その結果serious morale and staff retention problemsを引き起こすために、雇用者は例外的な状況を除いては名目賃金を引き下げようとはしない。ただし、すべての賃金引き下げが不公平だとみなされるわけではない。名目賃金上昇率がインフレ率以下であるために実質賃金が下落したとしても、（不公平感からくる）従業員のモラルの低下や離職行動を惹起するわけではないのである（←名目賃金をカットしないでもいいから）。公平観念（fair）は名目賃金を下方硬直的にするけれども、実質賃金までをも下方硬直的にするわけではない。ゼロインフレ（＋デフレ）の問題は名目賃金・実質賃金を双方ともに下方硬直的にすることにある。

Zero inflation is far from costless, even in the long run. The fortunes of firms continually change, and inflation greases the economy's wheels by allowing these firms to slowly escape from paying real wages that are too high without actually cutting the wages they pay. This adjustment mechanism allows the economy to avoid a large employment cost. At very low rates of inflation and productivity growth, such adjustments are short circuited, and employment suffers.

インフレーションは名目賃金のカットなしに（そして従業員の公平感を損なうことなしに）実質賃金の引き下げを可能とする条件を整え、高過ぎる実質賃金支払いに頭を悩ます企業に実質賃金調整の余地を与える。低すぎるインフレ率は実質賃金引下げの手段を剥奪し、賃金調整機能を麻痺させることで失業率を高める結果となる。ゼロインフレを目標とするディスインフレ政策はその過程で一時的に失業率を高めるにとどまらず、長期的にも（ゼロインフレを維持することは）失業率を高止まりさせる（自然失業率を高める）ことになるわけである。
